As far as I can tell, Civ 6 actually determines the colours of a civ's icon using code rather than an actual art file. However, I've made a somewhat accurate Photoshop template of the Civ 6 civ icon which can be used to play around with colour schemes before coding them into the game:

The template can be found here. Change the background by using the fill function and paste the civ emblem (pre-coloured) into layer 9.

Not as nice as Sukritact's awesome Civ V icon template but I tried, haha.

Hmm, I don't think the game will autochange the colours of the select screen icons so this will probably be helpful to make icons for that.

Senshi played with the colours. He changed Russia to civ5 netherlands and everything was automatically changed.

Not everything. The icon in the civ selection menu definitely is fixed.

Why would the designers do that for just the selection menu? Weird...

The civ selection menu seems generally rushed. IIRC, the devs indicated in a livestream that the one we have now was a WIP, and I assume plans to change it fell through. It may be changed in the future (and will have to be for modders).

Even if it they change it to make all icons auto-update when you change the alpha or colors, this will still be useful to preview potential icon/color ideas without booting up the game.
