This last part covers March 43 to the end of the
game. The Germans attack Stalingrad and Voronezh,
the Americans complete the conquest of the home islands
and the Japanese march into a trap at Novosibrisk.

Right..got and installed that..but I don't see a 3.1 biq as part of the extraction? When you guys go to start a new game under Civ Content....what HOF file are you seeing?

I did an update on Sunday and some how the upload failed, but I have restored
them now.
