I ran an SG with that restriction. We played as France on a very crowded small pangaea (I modded the game for something like 10 or 11 opponents - on the first border expansion I believe we had adjacent borders with 2 civs) - ended up as a short and sweet but great fun bloodbath

I'd play it at Emperor next time. DG might be a little bit too seat-of-the-pants, with the extra AI settlers.
