[BTS] how can a single AP vote succeed?

In the Gilgamesh NC game from the 4th cycle, I got that recurring problem that Pacal (Hindu) was permanently voting for holy war although the other two civs with hindu cities (Napoleon and me) voted against. See screenshot. I was convinced that an AP vote cannot succeed when you are the only one who sums up the necessary votes and the other say NO. (even if you alone have enough votes to go beyond the required minimum).

Nope.all that matters is the required number of votes...and Pacal clearly has that. A single "defy" will null the vote though.
 
IIRC that's only the case for the Religious/Diplo Victory votes. Any other vote can pass if there's enough votes, there's at least two people voting, and no one defied.
