You sure you have everything built?
From my own experience, I have accidentally built the whole thing, just in case the ai would - and all of a sudden I had no choice but to launch it
I would've gotten the domination victory for the first time if it hadnt ... otherwise, just press the space race button next to the info screen at the bottom right of your screen.

F10 for the ss screen. There's a launch button.
However, I can share Mishrake's observations. I've built a certain ss part (dunno which, but it wasn't cheap AFAIK) and wanted to delay launch. I couldn't get out of the F10 screen w/o launching.
I'm not so sure if the ss will always be launched automatically after building the last part. Maybe it's dependent on the last part being built itself (?).
Game was vanilla.

If you've already won or lost by any other method (including 2050 histograph end), you can still build all the parts but you won't be able to launch the ship. If you haven't won or lost, you shouldn't be able to leave the SS screen (F10) without launching.

it *seems* like that you can't exit F10 screen when you've built the *wrong* last part (as said, seems to be an expansive one).
I usually don't try to get a multipible victory or milk games, so my experience isn't the best. (But I *think* I had games w/ delayed ss start, so I guess the last part(s) matter)
As my automatic start occured, it wasn't possible to exit F10 w/o launching the ship, esc did not work, also I've watched for caps lock and such.

Then it's intended to launch ss directly after completion.
Often times, the only way I can win, is through space race, so I do have some experience in achieving it. First of all, you cannot leave that screen after completing the last part. I always hate that, because I feel like my game is so uncomplete, since I have no other options. And secondly, I've had a similar problem before until I realized I had not in fact built the last part. Do you have the laser yet? Because it took me a while to realize that you need the laser to build one of the parts, I couldn't really tell from the space shuttle screen. But if that's not your problem, and you do in fact have all the parts, just press the little s in the lower right hand courner to launch it.
