How do I make a new Civilization?

First, thank you everyone that helped with my video error question.

One of the customizations I did to Civilization: Call to Power was to make my own civilization based on where I live. All of the cities were local towns, etc...

How do I do that for Civ IV? I'm not wanting to do much. All I want to do is this:

Create my new civilization name.
Create a list of cities based on towns near where I live.
Change the name of the leader to my name. Change his attributes (Industrious, Expansionist, etc...
Create a second leader for my step-son and change his attributes (Aggressive, etc...)

That's it. I don't want any special units or graphics or anything.

What do I edit to make these changes?

There's a tutorial here. It includes everything but you can just ignore the bits you don't need.

Macmatt could you update it for Warlords. I followed the turtorial but got an error for the buildings and got an error with this file

"Here is a text XML file that contains the basics of what you?ll need to make a civilization: http://vic.australis.com.au/charcoal/GameTextInfos_YourCiv.zip "

Not sure if its because its for Civ4 and was trying to make a Warlords Civ or something else
