How do you force a civ to declare war on you?

Hello All,

I did some searching but couldn't find any info on this. What is the best way to force another civ to declare war on me? I've tried demanding tribute many times, and have gotten a -10 on that, but they still will not declare war on me. How else can I force somebody to declare war on me? I prefer to have war declared on me as my playing has indicated that I suffer from less WW when I'm not the instigator.

Any ideas?

Disband your army and culture bomb in a city near the border. That ought to do it.
 
Wait for him to sign a Defense Pact then attack his buddy.
 
That's the point. The AI isn't going to be dumb enough to declare war on you when it knows you want it. You pretty much can't force the AI to do anything that it doesn't already want to do.

Bite the bullet and declare war.
 
You could try building a junk city on his border and leaving it undefended.
 
The AI uses more than just your diplomacy rating to decide when to declare war. There are plenty of times I've had Furious opponents leave me alone, and I've even had Pleased AI's declare war on me if the opportunity was good for them.

The AI is very good at scouting your cities and determining your relative strength. If it thinks you are weak and can take advantage of you, it'll declare war. So that's the problem. If you want the AI to declare war on you, it's probably because you are in a superior military position. The AI isn't dumb enough to fall for that. ;) Now that being said, the suggestion of building cities on its border and leaving them undefended might work, and culture bombing definitely seems to tick them off.
 
Hide your armies. Have your border cities very lightly protected and make sure the bulk of your army is out of sight. It might work, but I haven't tried.

They can still see your overall power value even if they can't see where your units are. Of course, the same applies to you.
