How do you improve combat odds???

I'm relatively new to civ iv. I love it though!! To cut to the chase...I thought I built a strong army, because not doing so in the past resulted in my CIV being taken over. I had archers, axmen, swordmen, cannons, and what not everywhere. Montezuma declares war on me which is cool with me, because I have such a strong military presence that dare someone to. But, when Montezuma enters my civ, and I look to see what the combat odds are against his units it ranges from 11 to 28 percent in his favor! What really got me was that my military was more advance in regards to modern equipment! So, ultimately he kicks my can again...Basically, what I want to know is how can I increase my combat odds???!!!
 
Get promotions
Fight on good terrain
Use the right counter-units
 
Are you looking at the odds your units would get if attacking him in the square he is in? That's considerably different from the odds your troops are going to get when they are fortified in your cities, on your forested hills, etc., prepared to defend against him. If he's in your territory, you may be better of having your troops fortified and defending your resources and cities, not out trying to attack his stack of doom (unless, of course, you actually have good odds for doing so). Have your stacks of defenders varied, too. Chariots for his axemen (that may be only BTS...), spearmen for his chariots, etc.
 
all the advice given is bang on. i'll just add a bit,

The AI loves to attack you across a river. Let them come to you if possible, and they will do silly things like this. The river gives a -25% modifier to the attacker .

Promotions make a big big difference. Scroll through some of the units in your stack to see what odds you're getting. The promos really work. For example, it's a mistake to automatically give all your units city raider in the expectation of raiding cities. Some need defensive promos, like the hill one,and the forest one, the anti melee one, the anti horse one.

These are defensive bonuses, and the AI must attack those units first. in other words they are going to burn their best attacker on your best defenders(s)i

In a nutshell, let them come to you, on a hill, in a forest, over a river, and have some defensive promotions.
 
Disposapaults.

Yes. At first artillery units seem to be useful only for lowering the defensive bonus of city squares, but their unique "Barrage" ability makes them great at weakening stack. Basically, when an artillery unit attacks a stack of units they cause Collateral Damage - automatically damaging a certain number of units in the stack. A few suicide attacks from artillery can significantly lower a stack's fighting power, making them easy pickings for your units.
 
a city with barracks plus west point plus instructor will help

try combat promotion - combat III will give you a 30% strength boost whether on hills, forests, defending or attacking

a 10% strengh superiority will increase the odds of winning to 68%

upgrade highly promoted units

save one or two units for west point. don't upgrade these after 10 exp points. get them to 26 ep by involving them in every fight. use them to attack at odds of 98 %. you get two ep point but good chance of survival

when you have a tech lead with rifles chose garrison promotion and then later when you have tech parity or enough defenders switch to combat

ensure that alll units have a chance of getting three promotions (getting to the 4th and 5th is increasingly difficult and you need to maximise your ability to make promotions ). bring inexperienced troops up and use them to mop up weaker defenders

have a few city raiders axemen and upgrade them to rifles. try to get them to city raider III then combat I
 
As with most of the rest of the game, terrain is the main factor (assuming the units are of the same era.) Battle almost always favors the defenders. The computer doesn't use terrain well.
