How do you investigate rival cities?

I cant quite find out how to look into the rival civs cities, it used to be 'investigate city' with a spy in Civ2, and I have once had the ability in CIV4 BTS......I think it had something to do with religion though.

Anyway, how do you peer into an enemy city to see what they are building and what not.
 
Did you ever play Civ IV without BTS? Because that would explain your confusion.

City investigation and visibility are now passive espionage missions. You don't have to do anything other than have sufficient espionage points against a target. Go into your espionage adviser screen. Select a leader. You are presented with a list of his cities. Select one. Look at the box to the right. It has, among other things, the phrases "City Visibility" and "Investigate City" with numbers next to them. If you have banked >= that number of EP against that leader, you gain that benefit. City visibility (which used to be a function of religious shrines) removes fog of war on the city tile and all adjacent tiles, and investigate city (which used to be an active spy mission) lets you open the city screen like it was one of your own, though you can't change anything.

Easy-peasy. Religion is still involved, though it is no longer the only factor. You get an espionage discount for missions (including the passive ones) if the target city has your state religion present, but it is not their state religion - assistance from disloyal, oppressed minorities. You get an additional discount if you control the holy city of that religion. The combined discount (40%) makes the cost of "city visibility" very low and easily achievable, and "investigate city" is much more attainable against your primary EP target.
 
Thankyou Izmir, yes I did play without BTS previously but have since be playing heavily with BTS and have A LOT! to learn!

I pretty much ignore the espionage slider since im always battling for science, i hate the competition betwenn sceince rate and esp so until I learn to make more money I keep opting for science, I just assumed investigating city was free like in previous civ's since you are only look and have a unit in place.
 
If only one rival really interests you, you can try focusing all your EP on just him: visit the Espionage screen and raise his priority from "0" to "1". Or if you just want him to get double the focus of everyone else, you can raise everyone to "1" and him to "2." Et cetera.

By focusing like this and by making courthouses (these give +2 espionage points) an early priority, you can get decent espionage returns without siphoning off resources via the slider, etc.
