Edit privateer to 40:2.1.3 and the AI will build and use them. at 60:2.1.3 they are the same cost as frigate 60:2.2.4, so why build them. Especially since Frigate has bombard.

Have not tried adding bombard to privateer, you could make them 1.1.2, a bit weaker than frigate 2.1.2.

At low difficulty levels they can be fun to harrass with, but once you get to monarch it is not cost effective to build the buggers.

I'd use them, but it sort of ruins the whole nationality thing if the AI gets pissed at me - unless I want them to be pissed at me... because of that I rarely use them.
