I think any space force will likely be that. The first country to have a relatively strong space force with planetary bombing capabilities may actually have a very good chance of becoming an international overlord.

If you have planetary bombing capabilities you are then an interstellar overlord. But that's not that hard to achieve. We could drop great big rods now if OST allowed.
