I rather agree with Abaddon, your list seems odd to me (though mine probably isn't much better).
I only have PTW, so for what it's worth - what I build depends on what my goal is and what government I'll use to get there. I may build one or two ancient wonders - usually one. Also, if the Wonder only affects the continent, then the map is very important.
GLB is okay at lower levels but the tech pace usually means it is a very short lived wonder at higher levels.
I usually pick up HG in the AA - happiness is universal.
If I am planning a war, then Sun's and Leo are nice; Leo is better IMO. Battlefield medicine is also a good one to add to the list, which may change the research landscape. US is good if you are republic/democratic, if monarchy, forget it.
If I am using republic, Bach is an addiction; otherwise it is a 'great to have' - happiness is universal, right?

If I have a lot of luxuries, then I worry about this less.
If I am going for a culture domination, Sistines is okay, otherwise forget it - Bach is better. I'm not sure why you make this a high priority to capture - I'd rather grab Bach if I don't have it.
Newton and Copernicus are nice but if I am not researching much myself, they are worth much less.
Smith is tricky. I usually forgo banks and stock markets if I am heavy into research, so Smith has a much lower value if I am researching - if I am mostly buying techs, then the build may pay off.
TOE is always good.
Hoover is good if the game has got that far and you plan to use factories.
I rarely get to Seti or the Internet, but they are good.
And of course, the UN is a good wonder to capture/build - a must have for diplomatic victories (of course), and a good 'denial' otherwise - but I've never seen the AI trigger a vote and win.
