How to develop this AI city

I captured this city, which has marble AND stone, sheep, wheat and horses. There isn't much food though.

I kept it the way it is now and only could get it to size 10. However, I should probably have built 3 farms along the river and built new cottages on the 2 plains (1 with forest) and 1 grass forest. That way it could get to size 13 pre-biology.
(I'm playing a financial civ).
 
I'd eschew cottages, and turn it into a production city. Get enough farms to where you can work all the hills, and mine them all. With stone and marble, this city could really turn out some wonders, or just units to take over your neighbor.
 
Here is what I would do. I like Viper's idea, this is a PRODUCTION CITY, maybe even a WAR CITY or WONDER CITY (their base is the same)

You have two cottages on grasslands with fresh water. Farm them (destroy the cottages) When you get Civil Service, you can irrigate the grassland forest next to your city. Pop windmills on your plains hills, so your city grows and gets hammers
 
With Civil Service/Biology you can farm 3 grassland and 2 plains for 8 additional food, that is, for supporting 4 foodless tiles. You have 7 hills/plains, that is, 3 too many. You may leave those 3 alone, or build windmills. I'd suggest windmils on 2 hills adjacent to the river for 1F 3C due to Financial, and mines (lumbermills) on 3 more.

The wheat farm with biology also gives +1 more food, so you can use the plains tile on the right. Adjacent grassland tile also, of course. Build cottages or lumbermills there.

This way I can see the city of size 18 with 2 unused hills.
 
That's pretty damn crazy that an AI capital started with both marble and stone... not to mention the horses, wheat and sheep. That is a stacked city, if you ask me. But yeah I agree with the previous posts... with all those hills and resources, it makes the most sense to turn it into a production city. Just farm every square you can, and then windmill the other hills. Counting it up... looks like a maximum of 34 food before biology, so 17 pop.
 
Chop-rush wonders! The city is surrounded by forests + stone AND marble, so you should be able to get almost all important early wonders...
 
by farming everything but resources, you get a pop of 20 with only two windmills at civil service and biology.

My calc is based on the wheat also getting +1 food from irrigation (through the city and grass) at civil service.
