How to keep a PBEM at a decent rate!

I think another thing to keep games moving, is an active host to constantly keep ensuring that it is moving.

Hate to say it, but sometimes the host has to sometimes constantly nag everyone to see where the holdup is.

Plux, I don't think we need an official ruling here. When someone appears to be unreliable, the other players will/should automatically kick him.

I don't mean it as a ruling, but just as a default action. If everybody automatically resends his save after two or three days of no action, then the player that is holding up will automatically pick up the pace again. Note that it often takes more time to find out where the game got stuck and that sometimes ppl are not aware that the game got stuck because of them due to unnoticed e-mails or messages that don't arrive for some reason.

The more active the host would act on this, the more it would help as well of course.
