I thought this was a rather silly place for Hyborem to appear and, as my closest city expanded its borders two turns later, he was banished from the world.

he appears with a settler and two defenders I think. builds city at first chance. perhaps when he appeared he took a look around at his situation and thought to himself, "This is a hella-bad place for a city" and didn't build.

I just killed Basium. Very strange as no-one was at war with him. He only had the one city close to my border as you can see in the image (if it attached).
Is it normal for a capital (and only) city to culture-flip revolt, killing the civilization?
Makes all the wars I keep starting a bit pointless.
