There is also other ways:
Trade happiness resources for health resources (or other way around) or play Ottoman (Hamman gives +2 to both) or Charismatic/Expansive leader or build wonders (The Handing gardens, The Notre dame,...) or the best way, control your city growth and actual working tiles/improvements.
If you have more happiness resources (and no one want trade with you), you can let city grown to unhealthiness, as you can run more specialists. I tend to do it, when in caste system (so can´t whip) and when city has good land for farms. Then I have 3-6 unhealthy population, which means also 3-6 specialists. After it reaches the break point and city starting to starve I´me letting the city to fall back 3-6 population down, but until it happen I´m enjoying 3-6 specialists for 30 - 60 turns. It happens often, that city don´t even loose 1-2 population it starting to grow again or I trade for health resource. Sometimes I´m doing this by purpose - trading health resources for happiness resources to have surplus of happiness to run maximum specialist with representation.
