I've been playing civ III for 18 years, but only now discovered this forum. Please, do you know how to unlock Rome in the "Fall of Rome" scenario?
How to play with Rome in Fall of Rome scenario? Help me, please!

Open the Editor, then use it to open the "3 Fall Of Rome.biq", which you'll find in the ...Conquests/Conquests/ directory.
Click on "Scenario --> Scenario Properties" in the Menu-bar and then open the "Players" tab in that window. Select the Roman faction(s) you want to play as, and add a check-mark to the "Human Player" check-box for that faction(s).
When you're done, resave the edited .biq under a new filename / in a different location, to avoid overwriting the original. That's it.
IIRC, @SuedecivIII made a YouTube video about this Conquest, where he made this exact change, and then recorded a playthrough.
Just FYI, if you have any similar modding-related questions in future, the Civ 3 Creation & Customization subforum would be the best place to ask them. I've asked a Moderator to move this thread across to there.
