I dont have a high-end machine:
E6600 (2x2.4Ghz) 4Gb Nvidia 8800 GTS (320Mb)

But, I managed to speed up waiting time between turns! :)

It seems to be related to the graphics (dont ask me why). I did the following:
-Update Nvidia drivers to latest version, but do a clean install (check the box)
-Then go into Nvidia control panel. There you can set options for Civ V specifically. choose options that improve speed at expense of quality.
-Start Civ and in the game reduce graphics options. Not sure which one has the biggest impact. I reduced to the max, and it still looks fine.
-Then restart Civ and load your save game.

For me it is very playable now and waiting time around 10-15 secs in the late game.

Hope this helps.

What size maps and game speed are you playing at? My times are 1:20 per turn mid game but on huge maps.

I was playing large map, epic speed.

It reduced the time from more than 45 secs to 10-15

I can't find the civ5 in nvidia settings, instead I found valve steam (steam. exe), are they the same?

Edit:ah, I untick the box below then I can choose civ5.exe

Thanks!

I'm on a 5-6 year old dual core AMD, 2 GB RAM and 256 nVid Graphics.

Stick to a small map, play the game in strategic view and hope you don't need to switch to normal view. Unfortunately garrisoned units need normal view to get out of the city... It can take 30 seconds to redraw the map switching to normal view.

Maybe it's time for an upgrade...

Yeah your computer is too old to effectively run Civ 5. You need an upgrade.

Besides, 90% of turn times are seemingly down to AI workers/AI line of sight anyway. Reducing your gfx on a low end screen will help until about midgame, but then your still going to be getting minute long turn times.

Upgrade and wait for the first big patch to see best results.

Are you playing in DX10 or DX9?
