How's decided who gets a wonder if 2 civs rush the same wonder the same turn?

As the title says. How is it decided?

Many a multiplayer game I've seen two people rush the same wonder in the same turn with a GE and there doesn't seem to be logic behind it who gets it.

It's not a player count, alphabetic order or host-first. As far as I know.

Is it maybe the biggest city? Or the one with the most overflow?
Maybe it's simply the one that clicked the button earliest?

Does anyone know? :)
 
I think this thread/question popped up a few times already and no one is sure about it.
Most overflow and lowest city-id (earliest settled) are the most popular guesses. Guess we won't find out until someone(twosome) does/do test it. I guess city-IDs would be kinda easy excludable as it can't be this, if the one person doesn't win in 100% of the cases.
The question then again if it was the overflow - what happens if it is the same?

I'm not sure too but i vote for this. Well i would not be surprised.

But what about building the GL at the same turn without any ge?
 
Perhaps it cycles backwards and forwards through the civs like it cycles backwards and forwards through your units. That would mean you'd get a different result if you tried it on different turns.

As far as we know, it could be the one who's making the most hammers in the city :confused:
