Played the latest version, and got Aelfred as a random leader.

In my opinion the Humane Trait is too weak.

The +2 health is good, although I never needed it.
The plus growth on Doctors is really not very worthwhile:
Doctors are among the weakest if not the weakest great person.
(It would not hurt to give Doctors something more than currently, such as +1 science or +1 money.)
Doctors are not even available until the middle game.
There every reason to run a different type of great person.
The reduction in dissent did not help much, even though I was having trouble with dissent.

I would suggest adding something significant to Humane, such as a bonus to help constructing a building or two, or a bonus from having a building or two.

I think great doctors are better than you think; if you settle them in your city they produce food without working a tile, which can be put into doctor specialist slots to generate more great doctors so it can positively feedback on itself (Or it can be put into a different specialist that better suits your situation). If you have the tech for hospitals you wont need to worry about health either. On the other hand, if you build a hospital with your great doctors it defeats the purpose of the the +2 health from the Humane trait. I think the best way to fix the Humane trait would be to have it add some doctor specialist slots to each city, so the +50% doctor emergence can be utilized earlier in the game (because doctors do come into play really late usually).

I can't remember the last time I played a humane civ, but in most of my games I find that happiness and health are the most difficult aspects of city management to keep in check (especially when factories come into play). Also if you're having trouble with dissent, great doctors can help a lot by building hospitals in your cities with high dissent. this is because you get -5 dissent for every excess health or happiness.

Ironically doctors are actually one of the main reasons I think Social Welfare is so OP. The hospitals make building factories/power plants a lot easier, and no unhappiness from corps (from SW) also brings dissent way down in most cases. Perhaps +1 healthiness should be added from settling a great doctor because hospitals are available so late in the game. This also shouldn't impact their usefulness late game either because healthiness is overly abundant when creating a hospital so some additional health from earlier in the game won't make much of a difference.
 
Don't underestimate Humane's dissent reduction bonus. It's very powerful.
 
In order to beef up the Humane trait and make it more useful early in the game, I propose one free doctor.
Can a free doctor be linked to the palace the same way it is linked to the Hamman?

Yes, but it's messy. I don't feel Humane needs to be strengthened though.
