Well... it's just a hard to fill hole (would keeping Aztecs assets be better?). If you look what comes afterwards (Mexicans, which is reasonable), it has some sense to it to have had Spanish before.

EDIT: joke's on me, there was 3rd Oil node on the map that was absurdly hard to find b/c it was covered up by a unit or something. Glad I was able to send someone to Mars.

I've had that happen too with a Scout coming across a curiosity in an opposing civ's territory. As it turns out, I couldn't disband the ship, so it was basically stuck in enemy territory and eating away at my money the whole time (I think I was Assyrians, so my Expansionist affinity prevented the ship from dying via trespassing).
 
I assume one of the outcomes of fusion research later is the ability to open a line of direct line of communication with {0}, never made it that far.

It‘s a known bug. I actually thought it was fixed. Are you on the beta patch?
If I have to opt-in to the beta, then I think no. For me, as of 2021-09-05, the build info at the bottom right of the main menu says "V1.0.02.0116-S10 (64-bit Standalone, build: 165851)".

I got some kind of automatic update awhile ago though, b/c some of the Tenet names got fixed.
