I have discovered newsgroups

I recently discovered newsgroups and how to access them using Outlook Express. It's pretty cool, despite some spambots. Anyway, they have one called alt.games.microprose.civilization

I was wondering if anyone ever went to it or if anyone knows how to start a newsgroup?
