To be honest I don't think they live in the Tundra by choice, their ascociation with Tundra comes purely from the Age of Ice, and back then everyone lived in the Tundra. I don't think they should have any special yields from that terrain. I don't think the changes to Lucian you suggest are the right way to go, and I don't understand how and why great commanders would magically make metal weapons more effective. Also dislike random upgrades, amongst the Doviello people become powerful by prooving themselves in battle, and presumably only then do they get elevated in status to ''Son of Asena'' etc. Random, spontaneous upgrading makes no sense whatsoever. I think it would be better to give the Doviello more gold from sacking cities and pillaging improvements so they have more gold to upgrade units in the traditional way.
To be honest, the kind of Ultimatum you are suggesting for a World Spell is more the style of the Illians then the Doviello. And I strongly dislike the ability for Lucian to upgrade or gain the Hero promotion. Doing so removes his expendibility, which is his key feature, and allows you to risk him for immediate and long term gain. If you are constantly worrying about keeping him alive until some distant tech you won't be using him to his full, intended advantage and he would therefore be approximately useless.
