Not sure yet what this new civ game uses, but i am relatively skilled at modelling monuments, for example this is my Hagia Sophia cathedral, of Constantinople:

^Blender is free, and very good by now. Although for breathing things (humans, animals, etc) there probably are specialized modellers.

I still recommend Blender, moreso if you don't have prior experience with modellers (most use the same mechanics, ie node manipulation, as in altering things in the actual vertices of the model).
 
Heh, okay. I am quite familiar with blender. I just dont know the format or filetype used in civ vi yet since we cant seem to decompress the art at this point.
