Treastie on the government of the Greater Austrian Reich​

The government of the Holy Roman Empress, Maria Theresca, has evolved since she took the throne in 1740, and in particular since the end of the Six Year's War abd tge defeat of the Prussian King. This is due to the ever-changing and growth of the Reich and the continued Germanisation of not only the Reich but the beuracracies that control the Reich.

While the throne and the sovereign power is still invested in the Matriach of the Haspburgs and she still controls all major policies within the Reich, the beuracratic underpinnings and the role of the instutions of the Holy Roman Empire that constiute a framework for this underpinnings have been shifted significantly in focus in the Empress'relentless drive for reform.

Domestic Governance

The Greater Reich itself is split into 11 'Great' Provinces, 8 Imperial Cities and 7 Military Frontier Territories. These are futhermore split into 183 Elektarats. Each elektarat is the holdings of a aristocraic family, gifted to them by the Haspburg crown in return for their loyalty by the Haspburg Dynasty. Each elektarat has an elector who can sit on the Imperial Court of Electors in Vienna, which decides the majority of the members of the Imperial Reichstag once a year.

Futhermore every 5 years, the Imperial Court of Electors, elects one of their member with the sovereign's agreeance as Supreme Chancellor of the Reichstag. The Supreme Chancellor effectivly then controls the Imperial Reichstag and also is a cabinet member in the Empress' Cabinet. The Soverign may also dismiss the Supreme Chancellor at their leisure and call for new elections.

The Imperial Reichstag itself is a 40 member council with the Supreme Chancellor as its leader and 41st member. The Reichstag can make new laws for the entire Reich domestically, and generally debates these laws and the benefits of such laws as required. However new laws may be enacted by decree by the soverign and futhermore the sovereign may veto any law that contradicts their wishes, that did not receive a unanimous vote of the Imperial Reichstag and the Supreme Chancellor. This severly limits the powers of this body.

Finally under the Act of National Salvation (1595) borderlands can be classified as a Military Frontier if the Reichstage and the Sovereign agree that a situation presents itself that warrants such a drastic meassure. Those borderlands that become a Military Frontier come under military occupation, have civilian laws suspended, with miltiary justice imposed and the Reichstag has no bearing on these territories.

The Imperial Reichstag gains its number from the following nominators

Sovereign - 10 members of the Reichstag
Elector Council - 26 members
Holy Catholic Church - 5 members

The Imperial Reichstag is also responsible for nominating the Provincal Govenors with the soverign holding final say and with the ability to veto. The individual electors of a particular province are also repsonsible for the members of the individual provincial stags.

The Nine Imperial Cities are ruled seperate from the Provinces, and their Mayors are nominated directly by the sovereign. The 9 cities are: Vienna, Munich, Linz, Venice, Trestie Budapest, Belgrade, Prague and Nuremburg. It is however notable that Venice and Trestie are currently under military occupation after the forced takeover of the Most Serene Republic of Venice. Nuremburg was contrversially elevated at the bequest of Elector Franz von Graft, Supreme Chancellor of the Reichstag, Elector of Nuremburg itself. This was done in 1752 by the Act of Nuremburg.

Foreign Relations

The Imperial Diplomatic Corps is subordinated directly to the soverign and its leader, the Foreign Secretary is a member of the Soverign's cabinet. This elitist instittion of highly trained diplomatic staff are the public face of the Austrian Reich abroad, in all foreign courts and capitals. The most notable diplomat, the Foreign Secretary is Elector Count of Ultrecht, Manfred von Risstelhoff, cousin to the Empress herself.

It is however under von Risstelhoff's decade long tenure at the helm of the Corps that Austrian diplomatic standings have risen tenasiously and the successful conclusion of the Six Year's War was obtained. However the unheralded Treaty of Belgrade with the Ottoman Empire have caused many diplomats to question von Risstelhoff's continued leadership despite assurances from Crown Prince Joseph, son to the Holy Roman Empress and first in line to the thone, that Russia was not to be trusted due to 'intelligence'

The Imperial Armed Forces

The backbone of the Reich are the armed forces. Offically split into two parts, the Imperial Army and the Imperial Navy, in 1715 the Order of the Knights Imperials was revived allowing for a stronger Austrian Army and the continued growth of Austrian military might.

The Order, although known to at times take orders from the Ministry of War in Vienna is largely autonomous and was originally re-constituted as a bodygard for the Holy Roman Emperess. They are now the most highly trained and superb cavlary forces in the known world briging the Prussian King Fredrick to his knees in the Six Year's War. The Order is under the direct command of the Grand Master of the order, who is selected by the soverign and reports directly to the Imperial Haspburg household. The Order's headquaters are outside of Linz.

Meanwhile the Imperial Army and the Navy are subordinate to the Imperial War Minister and the Supreme Commander of the Reich's military forces. The Supreme Commander gains his postion through appointment by the sovereign and all the Armed Forces swear an oath of allegience and loyalt to the soverign.

The armed forces futhermore have direct control over the numerous Military Frontier territories, These territories have normal civilian law suspended and harsher military law imposed. The soverign has power to designate Military Frontier status with concurrence from the Imperial Reichstag and the soverign may also remove such status.

In these territories a significantly higher propotion of the residents are soldiers and the territorial govenor is selected and subordinate to the Imperial War Ministry.

The French Empire and Ottoman Empire remove all tariffs on import and export for their respective Empires and the Ottoman Empire grants full access to its markets to French investors and businessmen

Article 5

The French Empire is granted full access to the ports of the Ottoman Empire to use as military naval bases in return the French Empire will aid the Ottoman Navy in training and modernization

Article 6

The French Empire is granted permission to base troops in the Ottoman Empire and shall aid in the training and modernization of the Ottoman Army

Article 7

The Ottoman Empire shall relinquish all claims to the Beyliks of Algeria, Tunisa, and Tripoli for the price of nine million francs (9 eco) to be paid over the course of two years with 4 million francs (4 eco) in the first installment and 5 million francs (5 eco) in the second installment
