Events of 1766​

In the early hours of May 3rd, when Joseph I of Portugal failed to show up for his morning communion, a page was dispatched to his chambers. There, to the boy’s horror, he found the king sprawled over his desk, unconscious. Doctors were called in immediately, but it was determined that the king had a stroke and was beyond reach. Joseph I of Portugal was officially recorded as having died on May 3rd and was buried a week later in the royal tombs.

Following his will, which stated plainly for his eldest daughter to succeed him, Maria I took power and became the first queen in Portugal’s history. A devout woman who had little hesitance to speak her mind, she quickly began to restructure Portugal to her liking. She removed Sebastião José de Carvalho e Mello, marquês de Pombal, a virtual dictator under Joseph’s rule in his own right, from power within a week accusing him of “treachery against the state”.

Her first official act, after taking power on May 7th, was to declare the Kingdom of Portugal nonexistent. She immediately set up a week long conference with her ministers to discuss the restructuring of the kingdom. Over the next week a series of compromises were struck up and a new empire came into being: The Holy Empire of Portugal.

The Holy Empire of Portugal

Although the Pope has yet to give his blessing to the empire, we still charge it with a holy task of bringing the Lord’s word to the heathen masses of the world.

1a. The new Holy Empire of Portugal shall consist of the entire old state of Portugal and its colonies. Not one inch of land that belonged to the old empire will fall out of our rule and should any state seek to claim land form Portugal it will consist of a declaration of war.

1b. At the head of this empire will be the Empress, currently Maria I, who will have power over each and every other official in the empire. The title of Empress of Emperor will be hereditary and be passed down the through the house of Braganza. There will be an age limit of sixteen set to be able to succeed the throne. Until that time a court appointed official will govern if there is no acceptable candidate.

1c. The Holy Empire of Portugal shall be divided into four sections, each administered by a governor. The four divisions will be: Portugal proper, Brazil, Portuguese Africa, and the smaller state of Portuguese Asia. At the head of each of these four states will be a governor appointed by the official empress (or emperor). Should the empress determine at any time that these officials are not doing their jobs properly, then she reserves the power to remove them from office.

Id. Each governor’s domain will be broken down into a number of states and placed under the command of officials appointed by the governor. These officials will be responsible for managing their state and providing the maximal profit possible. Should an official fail in their given task then they are available for removal from either the Empress or governor.

1e. Within the three colonial divisions of the empire (all except for Portugal) there will be a church appointed official responsible for directing that colonies’ churches and spreading the faith to the ignorant masses. These officials will be tasked with expanding the Catholic Church to the heathen natives and colleting tithes to support the construction of new churches in their respective areas.

1d. In dealing with the heathen masses, a court appointed official will be responsible for their control. In order for any non-Christian to live within Portugal proper they will be required to get official permission from one of these officials. Should they pose a threat to the state then they will be forcibly removed from the country and exiled to an official heathen country.

1e. Should any man, in disagreement with the high state, attempt a rebellion then he will not only void his own life but those of his family also. If that man owns any property, then it will be seized and turned over to the state. But should a man, in an area under rebellion, fight for the crown then he will receive a portion of the goods seized.

The issue of Slavey

2a. While her highness, Empress Maria I, acknowledges the evils of slavery, she also admits the uses of the practice. Due to the fact that slavery is already illegal in Portugal proper, this will only be involved with the colonies. Her highness officially finds the practice immoral and un-godly, she must confess her findings in the practice. So, after meeting with her ministers, Empress Maria I has issued several edicts.

2b. The slave trade between Africa and America is hereby declared illegal and against the state. Therefore, any man caught smuggling slaves from one continent to another will face full prosecution by the court and, if found guilty, will be forced to live out the rest of their days as a slave.

2c.Official citizenship will be extended to every man born on Portuguese soil to free parents. Stating that, this rule will not be limited to Portugal proper and shall be incorporated into the colonies. Should a man attempt to take a free person, no matter the color, and sell him into slavery and is caught he will be severely punished and then forced to live out the rest of his days as a slave.

2d. Slavery, however, will not be outlawed in the colonies. But with the new laws, the only people allowed to be enslaved and sold shall be those born to parents that are slaves already. Should a slave owner, at any time or for any reason, decide to set his slave free; then that slave will not be considered a freeman (unless his parents were free). However as long as he holds official papers stating his freedom, he will be immune from the slave trade. But should a man receive his freedom, marry, and have children then his children shall receive the same protection and be a citizen.

Rules of Township

3a. It is hereby declared that each town in the empire shall elect a local mayor to overview their town. These mayors will be allowed a small variety of powers to include: requests for public funds, the ability to call together local congregations, and policing the local areas. These mayors, however, shall be under the jurisdiction of the officials who are responsible for their areas and shall fill a yearly report with them describing the state of affairs.

3b. A tax will be gathered from every town and deposited into the Bank of Lisbon to provide money for public projects throughout the empire. Should any man refuse to pay his portion of the tax then his town will be ineligible for a request of funds and shall have his property seized until enough possessions have been taken to pay his portion.

3c. Each mayor has, and shall use, the power to request funds for his city to support the construction of churches and public-use buildings. To do this the elected mayor must submit a request, in writing, to the local official who will then judge it and give it his approval or disapproval. From him it will be submitted to the official of the area and given official approval or disproval- and if approved the money will be submitted to the town.

Diplomatic Ties

4a. Each nation that wishes may submit an official ambassador to serve as a diplomat between The Holy Empire of Portugal and their respective nation. Unless decreed otherwise, these diplomats will be housed in a new diplomatic compound in Lisbon.

4b. The empress reserves the power to refuse ambassadors from any nation for any reason. As of now, only Austria has been rebuked. The conditions for a reentrance of a diplomat shall be limited to this: Austria must return control of the Papal lands, at least the city of Rome and its surrounding countryside, to the Pope and remove any soldiers stationed there. Until that time there will be no diplomatic contact. In addition should the Ottoman Empire continue its harassment its ambassador will be rebuked for a set amount of time.

4c. Should any diplomat of the Empire be detained, taken into custody, attacked, or executed for any reason without any input from the empress then the nation that the diplomat was based in shall receive the same treatment of its diplomats and may be susceptible for further offensives.

OOC: I’m actually playing Maria pretty accurate. She was a pretty devout woman, and the removal of the Pope from the Papal lands would have probably ticked her off. She also spoke her mind freely, so I’m not doing anything out of line. And yes, I know it was completly ripped off. But it was the only way I could think of doing it.

Buts its a way. I don't want a total rebellion on my hands. And forcing someone to live out their days as a slave is a much more effective deterent than death. I mean, death is short while someone's life is long.

The French Government is a major investor in the slave trade. Your declearation is unacceptable and unless declared void immediatleey we will move to protect our economics intreasts.
