We refuse to sell you Indonesia or the Malay as well as to everyone else. We did not know if you were interested in small islands in the Indian Ocean we are willing to negiotate. Name the islands you wish to purchase and we will tell you if or if not they are for sale as well as their price if they are for sale.

As far as we can tell, the only holdings you have in the Pacific are part of the Indonesian Archipelago or part of New Guinea. We ask that you please tell us which islands you have for sale. Also, we wish to apoligize for the mis-communication.

We have many small Indian Ocean Islands such as the Seychelles that were willing to sell. For the moment we must halt the sales of our holdings for at least a year.

We must review the importance of all holdings to our economy and the importance of islands as naval bases. We will be holding an auction once our reviews are complete in Amsterdam. All nations of Europe are invited.

OCC: Details will be given next turn. There will probably be one auction for a group of islands/ports. This is not definate and I ask all people who want to buy something from me give me a specific place. South Africa, Gold Coast, South Africa and Indonesia will not be for sale period. These areas are too important to my nations economically and as naval bases for further colonization.

We understand this and we do not refute this. We only ask that you do not use this archaic and effecivley meaningless title in diplomacy. Also under the statues of the Axis Alliance we ask that you also publicly acknowledge your continued support for the territorial integrity of the Holy Roman Empire of the Second Reich and especially recognise the sovereigty of the Reich over all lands that Imperial forces occupy including the city of Rome.

We once again re-iterate our willingess for the Tsarista to continue using this archaic title 'Heir to Rome' however we do not want the Tsarista to think she can use it as a cause for diplomatic argument nor that the title has any realpolitik meaning. Is this understood?

The Treaty of Malta
To be henceforward known as the Triple Imperial Meditteranean Accords


Preamble

This treay signifie the committment to co-operation and the presevation of peace in the Mediteranean Sea Basin as upheld as the highest ideals of the Greater Kingdom of France, the Holy Roman Empire of the Second Reich and the Greater Sultanate of the Ottoman Dynasty known in the body of the treaty as the signatory states.

This treaty takes place henceforward from the year Seventeen Hundred and Sixty- Eight of the Common Era.

Article One

This treaty committs the signatory states to a process of colective mutual defense of each other's realms and a committment undertaken by all signatory states to treat an attack on one as an attack on the alliance as a whole.

Article Two

The signatory states will uphold a commitment to a unified apporach to the higher education of their peoples in both civilian and military capacities. thus studens from signatory states may attened other signatory's academic and military education institutes with a even quota system to be negotiated amongs signatory states on a bi-annual basis.

Article Three

The signatory states by this treaty enforce and uphold a Economic zone throughout the territory of the signatory states and the Meditteranean Sea Basin, committing to lowering tarriffs to 5% on all goods and allowing port access afforded to merchant ships of all signatory states to be equal to that of native shipping.

Article Four

Signatory states may negotiate the docking of military shipping at allied ports as they see fit and to ensure adequate resupply. If a ship is in need and of a signatory state you cannot deny its crew due chance of refuge on the high seas or in ports.

Article Five

A committment to a unified Meditteranean Naval Defense is to be enacted with the island of Malta to be a unified naval yard for all signatory warships to dock at and to co-ordinate the defense of the Meditteranean from possible enemies.

Regional defensive ports may be nominated by any signatory state.

Article Seven

For the purposes of this treaty, signatory states acknowlege that this treaty is only a defensive treaty in nature and that it is non-exclusive allowing bilateral and mulitlateral agreements to be made outside of the treaty. However this treaty is to be considered paramount and any alliance or treaty that conflicts with this one is to be considered null and void.

Article Eight

Any article of this treaty requires the unanimoius acceptance of all signatory states.

Article Nine

Until unanimous acceptance of all signatory states is concerned and a proper framework for new members is enacted upon, No new members will be considered for entry into this treaty as a signatory state.

Article Ten

This treaty will be considered valid for 10 years (1772). After which period has elapsed this treaty must be renewed by unanimous consensus of the original signatory states every five years. If it does not then this treaty shall be considered null and void.
