How about making it possible to sign a treaty with another civ, that prevents your and their cities from flipping allegiance to each other? It would be nice, not to have to guard yourself against cultural intrusion from your own ally. Would that be technically feasible?

Border demarcation treaty? It sounds cool and realistic, but all things connected to diplomacy are very hard to code IIRC.
