OK, I was thinking Wilhelmina of Orange (Wife of William V). This Wilhelmina certainly isn't a part of the heyday of the Dutch, though. Her reign saw the collapse of their colonial empire and their conquest by Germany. She's also limited because of her Parliamentary role more than any other Civ5 leader is limited (aside from Ghandi).
