GERMANY
Forces move south from German and Austria-Hungary to liberate the Balkan Peoples from the tyranny of the infidel Ottomans.

Shipments of sugar and dyes are headed for trade with Warsaw and Archangelsk, respectively. If the Tsar has any objections due to his ministers protectionist laws, please inform me of them before such trade is made. I will give one or more turns warning to all players of planned trade routes so they may acceded or decline.

France

Bandits in Bangkok defeat French artillery, but are then defeated in turn by a valiant charge from French Voltigeurs.

Trade Policy

Just a reminder about French Trade Policy. This is not directed at anyone in particular, it is simply re-stated since turns were going slowly.

France announces free trade with all French ports for any nation that reciprocates with a similar policy.
Paris shall also count as a port, provided that: 1. The trade unit is landed on the river at (1,41) outside Paris, and 2. The unit is delivered on the very next turn.

Except for the river outside Paris, trade units shall not camp on French soil without explicit permission.

The French may temporarily close specific ports to trade so that trade units are guaranteed to be produced. (This will be announced, so you don't have to seek permission for deliveries to coastal cities.)

The French would also like to announce that the port cities in France proper all have Grand Railway Stations, making them prime destinations for goods. (If I remember correctly, a highway in a destination city gives a 50% bonus as long as the source city also has a highway.)

The Teutonic Empires will accept any trade that honours the courtesy that we have announced - announcing intended trade incoming one or more turns before arrival so permission can be granted or not.

The Meiji Court has not yet drafted any formal trade proposals to yet offer to any powers, but such policies are being formulated in the Diet.

RUSSIAN EMPIRE August 1870

In Central Asia the campaign of pacification continues with Samarkand, Almaty & Bishkek coming into the Russian sphere of influence. Tsar Alexander promises to modernise the backwards regions by building infrastructure such as railroads, telegraph communications and industry. Opinion is divided amongst the local populations with some enthusiastic about the opportunities Russian influence can offer, while others see it as a threat to their traditional way of life.

In Persia the city of Shiraz falls to Russian Cossack forces. In the Levant Aleppo falls and Damascus is under siege.

In northern China the great city of Peking falls to Russian forces, though a Chinese counter-attack is expected and Russian military chiefs do not expect to hold onto the city for long.

German traders are welcome in Russian ports and border cities. The Russian Naval vessels guarding the arctic seas have withdrawn to allow German merchant ships access to Murmansk/Archangelsk

Two Japanese Cavalry lost by ungrateful elements in Seoul who prefer to live in barbarism and at the mercy of barbarians than under the enlightened protection and advancement of the Emperor's Imperial guidance. We expect Seoul to bow it's head and open it's gates next month.

GERMANIC EMPIRES
In the aid of the larger goal of liberating the Balkans from the infidel Ottomans, a joint protectorate of the Teutonic Emperors has been declared over the Princiapality of Serbia.

A shipment of sugar has arrived in Warsaw. The shipment of dyes to Archangelsk is boarding a ship now. We're also announcing a planned shipment of timber to Vitebsk, coal to Warsaw, and diamonds to Petropavlovsk. Planned to shipments to other nations, as well as other shipments to Russia, will continue to be announced at our advance warning courtesy, which we ask of anyone who wishes to trade with our cities reciprocally.

Peking holds out but the situation is still precarious.

Trans-Siberian Railroad from St. Petersburg to Vladivostock completed.

Maashhad captured.

Damascus captured.

The Russian and British Empires appear to be engaged in a race to capture Gambroon. Russia seeks to control the city as a port to send exports into the Indian Ocean. However, the Tsar does not want to stumble into a conflict with Britain if they feel they have a strong claim on the territory.

I'm not aware of any restrictions. Does it mention it in the house rules? If not, then I would say it's fine. I have been so far!

I didn't find any house rules in the documentation for this scenario, but most scenarios have house rules about needing permission to travel through canals, so I thought I would check.

Perhaps, considering I'm at ar with the Ottomans, I should self-impose a house rule for historical accuracy. I'm willing to observe that voluntarily.

Well, presumably, if the Turkish Straits are closed to Russian ships while the Russians and Ottomans are at war, then they would also be closed to ships intending to trade with Russia.

While rules concerning navigation of the Turkish Straits is obviously important to Russia, navigation of the Panama and Suez canals might come up later, and are of concern to the French. I'd prefer to confirm these rules before there is a dispute.

I think it would be complex to follow a restriction of all trade going to Russia (in this example). As trade mostly benefits the nation sending the merchant I can't see a need to restrict movement to other nations. It would be simpler to limit movement restrictions to the aggressor nation.
