Claims: Oregon (capital), Great Plains, Colorado.

Government: Empire headed by King Publius I
Capital: Nova Roma (On the Columbia)

History: Founded by a group of lunatics from Britain who were obsessed with the Roman Empire, they banded together over several decades to create the Neo-Roman Empire. They took technology from Europe and industrialized, using the vast resources of the Rockies and the forests.

So yarp. Assume you got like, 20 IP, two armies, and a sixth rate off the coast of Oregon.

From: The Qing Empire in Exile
To: World
CC: Bulgaria

The Qing Dynasty is the rightful ruler of China, and is requesting foreign assistance to facilitate the ongoing war against the Ming Rebels. Furthermore, we request that Bulgaria cease their clear assistance to the Ming Rebels.

From: The Ming Dynasty
To: World

As the civil war stretches into another year, we should look back and reflect on the number of soldiers that have died because of the Qing Dynasty's attempt to hold onto power at any cost. Unlike the Qing Government-in-Exile, the Ming Dynasty has not fled to Korea.

We request that the world recognize our government, and furthermore aid our government in financing our defeat of the Qing in Korea.

Finally, we ask that Sweden refrain from continued encroachment in China.

Orders:
Spoiler :

20 points to spend:
3 IP for L3 port in Oregon
2 IP for a 3rd rate, the Romulus
1 IP for a 6th rate, the Remus
4 IP for 4 Mercs
6 IP for 2 Guards
4 IP remaining

Move Armies into California and The Prairies, which we claim

GOLD RUSHES

Each turn, one country may receive a Gold Rush event, which makes one provinces a Gold province. As long as the player controls the province before the gold depletes, that players' merchants will have an improved compete chance.

The first Gold Rush roll selected the Caucasus.

From: Bulgaria
To: Sweden

We would like to ask you to refrain from expanding into China. Also, we would like to note that any aggression against our Ming allies will be met by force.

Quebec

Mid-atlantic

Due to very unpopular reception over the cost change for armies, I am going with a compromise.

Like fleets, armies now have three tiers. All existing armies will be converted to Mercenaries.

Mercenaries (1IP) - 3HP. Morale check at 2HP. If this unit is hit while withdrawing, it will defect.
Regulars (2IP) - 5HP. Morale check at 3HP. If this unit is hit while withdrawing, it is destroyed.
Guards (4IP +1 per turn maintenance) - 7HP. Morale check at 3HP. If neighboring units are withdrawing, this unit will not withdraw and instead cover their retreat.

When do these changes take effect?
