Did you not read the rest? The discussion concludes with Iberia and Germany pointing out that with the French treaty signed, there are more allied armies ready to invade Italy. So I would dispute that the treaty was signed. It was agreed to in principle at first by Iberia and Britain, then supposedly "signed" (although Italy was the only signatory), then made public. There is no formal treaty as of yet between Britain, Iberia, Germany and Italy. We are currently in a state of war, although there was no fighting this turn.
