we can give you the plans for the Basic Design of an Aircraft Carrier. the Constantinople is a modification of that design.

the Roman Empire can obviously build it, since the Constantinople exists.

We would like to... Platonist the design but we accept the offer from Rome as a sign that the Platonic Republic and Rome are once against are in good relations from the earlier outburst. We will though take heed; we would like our aircraft carrier to run on thorium... we would adopt Algae but we are still having bad trouble convincing the Indonesians that a energy trade deal would benefit both powers.

Will Rome by the way be interested in aiding our efforts to develop the weapon we are currently researching known as the assault rover? With its speed, chain gun and anti-air/vehicle missiles we might have a light armored hit and run vehicle for JUSTICE! It will especially prove useful for recon if the People's Militia cause any trouble for both of us. Nothing would annoy a guerrilla warrior better then a vehicle that could hinder their hit and run exercises.

By the way; does the USA or Rome have any experience with algae power? If the latter has we would love to try it out in our aircraft carrier but if not we will stick to the thorium policy, until we can unlock the secrets of algae. There is the option of having the Platonic Intelligence League (PIL) "barrow" the designs from Indonesia but we are at the moment focused on trying to have PIL keep track of the blasted People's Militia.

Anyway; we hope for great progress from our operations, especially ones that benefit the relationship between Rome and the Platonic Republic. May the first generation of assault rovers (once it finished being researched and constructed) be named the Augustus Assault Rover for more speed, lest haste.

We will gladly be pleased with the Romans commitment to development and we sorry for past ills. However I thought at the current stage only the USA had the assembly capabilities to construct aircraft carriers? Still... if both Rome and the Platonics could rival US war industries we could be secure, being self-sustained in wartime.

Combine with the Tower of Plato (to be designed by the architect Cyrus Colonomos of the Productive Caste) and other projects this will help the renewing project greatly. The sooner we have the means to discriminate specificity against key targets instead of facing the entire columns the sooner we will be able to reduce war casualties significantly by removing the masterminds of chaos, ensuring order for the Platonic Republic.

On the topic of bombs; we will like to use your bomb lessons in improving our rocket artillery. This in turn may allow you to adopt some of our rocket artillery technologies. The bomb may also help our assault copter's missiles' systems.

Libya was a oil producing nation at one time... perhaps we can reuse some of the old refineries there? Granted there is the security risk from the People's Militia but with enough guards we could ensure the safety of the facilities.

In the end though we are going to need Indonesia's hand to help us develop. If we can convince them to the energy pact we offered (we would in return give them thorium based designs) the sooner we can diverse our energy supplies, protecting our energy security.
 
OOC: This whole idea of scientific research and essential development being traded like secret commodities is ridiculous, even in an IOT. Even if under a totalitarian state, we scientists would probably still hold mass conventions to share ideas like the hippies that we are.

I think it's worth noting that thorium is much more abundant than you all think. Rome certainly has enough of it to last a long time, but Platonic lands should have no shortage of it. It's the most common nuclear fuel on earth, after all. (Well, obviously excepting hydrogen :p.)

Why would algae require an oil refinery?

What you'd need instead are specialized algae processing facilities where the algae is subjected to high pressures and temperatures to remove water and isolate the energy-rich hydrocarbon compounds from the plant. That's really it.

the civilian casualties should be less, this time. even if the entire city of tobruk turns into a militia again, its still best to take out the leaders, or bypass them. we really dont want to deal with massive deaths again.

we have no real idea where the reserves are. 2014 data isnt forthcoming about it. all we know is that Turkey has lots, but Greece does not. Libya has some, though.

Once the Underground Geothermal plant in Gangnam Republic is finished, we will store leftover energy in large batteries, able to support entire regions for weeks before running low. We will also export them to our political firends and even give them for free to our allies.

With the consideration on specialized algae plants we may want to... look into those areas. Thessaloniki would be a better place to do such operations than Libya anyway... while Rome can have its facilities in Bulgaria as a way to help development there.

That said we will need to keep up security anyway; insurgents are not easy to contain and a attempt to "reclaim" Thessaloniki is always a risk.

If you read on our talks you may have noticed a bit which we said we were focusing on our covert action to be set for anti-insurgent activity. The fact we declared it in public also executed any chance of design theft.

As for "gradual policy changes" we would like to see Indonesia conduct gradual education reforms, such as learning about Westphalia and the important of recognizing that domestic affairs are of the state, not outsiders.

OOC: Ugh. Once again, technologies like these aren't commodities to be traded. I'm sure there are scientists in most every nation that know the basics to all these energy methods, tech diffusion exists. It's not like Civ. We share things IRL. I'm sorry, but that's just one of my major pet peeves.

The thing is, we don't need to know where the reserves are OTL, because we don't use thorium practically at all right now. I'm absolutely positive that, from prior experience and basic logic, if we do some basic inferring, and look at the respective geographical aspects of those locations which contain thorium and those that don't, we see that WLOG Greece should have deposits of its own.

Yeah, algae is simple theoretically to turn into fuel, but it requires a lot of energy on its own for the dehydration and compound isolation that it's actually kind of impractical for large-scale use. Theoretically, metal foundries, due to their high temperature, may serve as good templates for algae-processing facilities. Though incidentally we are experimenting with some larger scale production facilities right now.

EDIT: Sìchuān is led by a mad theoretical nuclear physicist now. Do we win? :p

Indonesia agrees with Roman proposal, and we shall not forbid Rome to forward the technology to the Platonic Republic. Its a hard decision, but nevertheless we agree. As long as Rome knows what they are supporting, and would know how we feel about it. Think the same way as if some nation you've cooperated with forward the technologies you gave to a nation like Japan.

We do not want your undisciplined plebs joining the People's Militia (even if your plebs would make useless troops anyway) or any other terrorist organization that may emerge against the Platonic Republic and its strong moral compass of justice, nor ruining our towns with their uproars with their lack of discipline.

In return we will be willing to have the Cerberus Pack be in close links with the Roman law enforcement and war agencies to alert them if the People's Militia add any Roman targets to their list, for the P.I.L will be linking intelligence primly with Cerberus and the Philosopher Council but Cerberus may be more... to the point with any data.
