Improvement adjustments

I just looked at the Lanun when they bild citys around the coast the have a big Food Production 3 Base and +1 for Lighthouse. Couldent this become imbalanced when Farms get reduced more?
Especial if there is also a loot of Kelp Lanun start of with 4 Food Producing tiles without even need to research a thing and no Resources on the fields.

Still I think that Yggdrasil right now is horribly underpowered compared to what it's meant to be.
