In an expansion, what new districts would you like to see?

A Utility District and a Tourism District would be nice.

Utility District would be focused on fixing disasters (I personally really like that Natural Disaster mod, but other disasters from war can already happen), providing a boost to repairing districts or maybe automatically repairing one while you work on another

Tourism District would provide raw tourism as its adjacency for Natural Wonders, Theatre Square, Unique Improvements/Districts, Seaside Resorts and Aerodromes. Inns, Hotels, and other buildings would increase Tourism (My specific Idea for the hotel is giving gold equal to the adjacency of the district)

I also like the idea of building-districts that are like little attachments to the bigger districts. Things like an Observatory, which would be placed next to a campus on top of a mountain and provide adjacency bonuses for all campuses next to it, a Hydroelectric Plant, requiring an Industrial Zone on a river and it must be built on the opposite side of the river, providing some production boost to all adjacent districts. There could also be Canals that must be attached to Harbors or City Centers, Solar Plants on deserts next to Industrial Zones, Castles and fortifications next to Encampments, Luxury Creation places that create luxuries out of resources (Alcohols, Clothes, Appliances, Technology, etc) and must be placed next to a commercial hub or something.
 
Hospital and health of some sort. At least a city center building and gives lots of housing, possibly food. The fact that there is no hospital is ridiculous, IMHO.
 
That is something i thought being super cool as well. Also i would like to see some kind of production generating district aside from from IZ. Something like a hydro power plant/dam, geothermal power plant or a solar power plant, wih requirements being river/lake/tundra/desert.

They could also work as something like wonders or super improvements that need their own tile?
 
I would like the ability to combine two districts of the same type that were build next to each other. For example, two harbors from two cities that were build next to each other could be upgraded to an "exotic" super Harbor/seaport with some benefits. Maybe even add requirements that both districts need to have all buildings before combining into the super exotic district.

It would help clear up a lot of the visual noise too. Whenever I'm playing Japan I always have these clusters of theatre districts that just look terrible and unrealistic. If they all coalesced into one big district it would look so much better. I don't even really care so much about any other benefits, but that would be cool too.
