I thoughgt that creating a boundry would be considered change boundries. Also the fact that Kashmir's boundries would naturally reduce, because of it. The only reason I put you up for PI is, because you wanted it.

Just incase you want to know.... The Military departmetn has signed a temporary peace agreement with the IDA for we can take care of this problem. Both the domestic and trade departments support this movement... who were once allied with the Military department against the IDA, but I guess your actions now lost military support.
