Inexplicable Problem

My taskbar is frozen for some reason I can't figure out. I can't click on a task and maximize it, I can't click on anything in the taskbar. I have to run task manager to open tasks. Nothing else is frozen. Help?

terminate explorer.exe and recreate process?

Reboot didn't work but terminating the explorer.exe did it.

Did someone hide the taskbar and replace your desktop wallpaper with a screen shot of the desktop?
