Interchangeable Leaders - Can it be Done?

There has been discussion about this feature before but is allowing a Civ to choose multiple in-game leaders (such as having Catherine lead Mongolia) possible with the modding tools we have?

I see 2 ways.. Either switch the leaders or duplicate one and just change the names of the files associated with it.
