Who is a leader that you know will never be added, but you think it would be funny if they were?

Emperor Charles V. Owned half of Europe and was prime instigator of a century of religious war.

Forbidden, of course, to have a diplomatic or religious victory.
He owned half the world, almost. He would have been a perfect choice for civ VI imho, leading several civs. I wouldn‘t call him the prime instigator of the war though. Catholicism elicited and worked through centuries of reformations until the one in the 16th century proved too much to handle. I wouldn‘t blame Charles for all of that, he had many crises to deal with in his giant empire, and it wasn‘t clear in 1520 how this would continue and whether it was an inner-German problem or not (as the issue was as much political as religious). And I always admired his choice to step down and leave the world on his own terms secluded in a monastery. That seems rare among the mighty people, and shows his personal piety and humbleness.
