You checked the 7 "unused" mined grasslands and none of them was a bonus grass, correct?
You might have switched to mobilization, giving one extra shield each square.

General remarks:
Having warriors in industrial times is a terrible waste of money. You should use outdated units to rush important builds.
Having units in non-frontier cities is a terrible waste of resources. Either use them for fighting, or for guarding borders, or disband them for rushing important builds.

Your last remarks depend on Govt. form, A warrior is just as good for MP/happiness as a Mech Inf for a Monarchy. Ok, I admit to a certain fondness for my (warrior 01) :rolleyes::lol:

At the moment I'm trying to create a private mod where settlers can't be built. With standard rules, we only reach the medieval period before 2050. Here, I tried to import most of the rules from the Mesopotamian scenario to make the game more playable, but I found I couldn't build any units. I lost my one starting worker to barbarians, so it was good he made some improvements. Judging from this, everyone else must have been in the same boat... :lol: The strange thing is that in my previous test, as Germany, I could build units... I'll have to investigate.

Yep. I think I popped it with the worker. Rather unlikely on Monarch level, which I'm testing it on. In no-settler games with standard rules, war is the only way to gain in power, and I'm planning on tinkering with the rules to make it more difficult. I'm going to give the palace a substantial defensive bonus, so that wars force prolonged sieges to starve cities into submission.

Yeah, multiplayer is quite thouroughly broken. I've had all sorts of shenanigans with that, like trade routes not working properly, diplomacy not working, units disappearing, and so on.
 
The story is yellow was my buffer from the rapidly growing Sumeria. I was giving him large scale tech and resource subsidy and had recently joined the fighting, notice orange area in teals land. I was happy with my borders up there and was letting Egypt settle on my periphery as he ran away from teal.

I did not attempt to capture the cities in screenshots those units just appeared there. Like as if the units were built in one of my cities but showed up somewhere else. I think I know how the glitch was activated but it's complicated
 
There's a word in that second pic you might want to get rid of before the moderators see it.

ahh , this is a designer map meant for competitions right ? ı have the save ; played it competition type and quickly got wasted , repeated in my usual save-ten-times-a-turn style and it becomes quite enjoyable if you have the patience for ship chains to invade other people . Though in the end ı failed once again in forgetting for a cultural win you need a 20K city and 100K overall . My top city has 11000 + , increases at 40 per turn and Incas have more tanks than ı have Samurais and so on . Will turn to it to finish the war someday .
 
For 20k you only need 20k. For 100k you need "100k" and twice the culture of the next-highest.
In C3C "100k" is 60/80/100/120(?)/160k depending on map size.
 
well , that is things ı wasn't aware . In any case culture seems something ı can't win with in this scenario . Might return to beginnings once again , since the fighting is real fun anyways .

or might add the unit line from the Firaxis' Japanese scenario for a re-start .
