I am playing The Balncer Reloaded, and I tried it on a random map, and this happens all the time! I can't seem to change it.

So what are the settings at the 'world sizes' in the editor? Look at ' minimum distance between civs', but also 'number of civs'. In the screenshot you provided it looks like there are at least some 6 civs in an area where you would expect to see just 2 on a standard size map.
 
I was testing starts for 31 on a huge map (160) and have seen side by side, three deep several times. In fact more than one side by side on the same map. So I would not be shocked to see something like that, if the map is crowded.
 
If you have more than the standard amount of civs on a map, then you will also need to decrease the minimum distance between civs, so that you still have a rule that works in that respect.
EDIT: I hadn't seen your post yet, Meteor Man, but those numbers are not right and need to be changed. I believe on a standard map the minimum distance between civs is set at 14 tiles. But that's only with 8 civs; if you allow a lot more civs, then you need to seriously decrease the minimum distance number. Perhaps put it at 5 or 6 or so - if you really want to keep the total amount of civs in the game.

WHAT THE HECK!?! The moment I founded the city I got a "Conquest Lost" message. How did this happen?
 
Pff.. I've got no clue here. I don't know the mod either, I just know that mods often have issues. Have you tried searching the balancer thread to see if other people have reported the same kind of problems? Maybe it's worth a shot posting there about this.
 
Now that is strange.

Anyway, check out these minimaps with 31 civs on a tiny map. The top minimap has the default distance of 11, and the bottom has a modified distance of 6.

In contrast to the severe crowding in the central north of the map with default distance, the map with modified distance has no CxC locations. Some cities still have overlapping BFCs, but that is simply unavoidable on tiny maps. For larger maps, a properly adjusted distance should prevent any overlap of capital cities.
 
How so? Or were you being sarcastic?

I was referring to the territory which seems to be near equal for almost all the civs with seemingly no runaways though it was in industrial times. I think its been quite a while since I've seen such little variety in civ sizes.
 
I found out what was causing it to do that: because I had victory point locations on. As for why, I've got no clue.

So, in order to fix this problem I just have to see how many squares apart will cause the start locations not to overlap (trail and error). Thanks for all the help guys! ;)
 
Mathias' picture is very instructive. I had no clue you fit 31 civs on a tiny map and still keep a minimum distance of 6 between them. Then you can certainly go for a higher figure than 6 on your standard map with 22 civs. Yeah, just tweak about a bit and do some random generating with the biq; you've got the idea. Good luck!
 
From a version of Kal-el's 140x140 Earth Map converted for Rise and Rule with random starting locations. Apparently, Germany started where it should be!

Shoot, many didn't. As I look at that I notice that Russia is in place of Greece or Turkey.

Edit: I mean...(after another look at the map) India.
 
That's Sid, I presume? Chances are they have a LOT of Rifles/Infantry. (3 rifles = approximately 2 cavs to the Mil Adviser - so I'm guessing they have around 200 rifles?)
 
If you did not like seeing that one, how about this one? I have over 300 MA and I am considered weak.
