Yes...but 3 movement in a galley accross the ocean is a good deal compared to none accross the ocean before.
Also keep in mind that you'd have to waste time taking your galley back to a harbor-city and upgrading it...or keep exploring at 3 squares a turn while building a new ship in the port city. You don't have to use the best units...especially when its very inefficient to upgrade all of them...such as when you must waste ten turns to get your galley to a port.
