Chemical Weapons

Chemical weapons aren't militarily useful anymore but they're devastating weapons to use against rebellions populations. They're fired from artillery.

First Tier: Riot Gas. Costs $3 each. Makes a rioting or protesting population cut out their rioting and protesting ways.

Second Tier: Chlorine Gas. Costs $7 each. This weapon is useful for breaking up rioting and protests as well but will kill people. Very useful for clearing out irregulars.

Third Tier: Mustard Gas. Costs $11 each. Ineffective for breaking up riots and protests (because of how deadly it is) but is even more powerful against irregulars.

Fourth Tier: Sarin Gas. Costs $22 each. Jesus Christ if you're using this to break up riots and protests, you must be mad. The bane of existence to populations AND irregulars. Actually affects Infantry units.

Fifth Tier: Agent. Costs $50 each. Indiscriminate use of this weapon is incredibly devastating.

Biological Weapons

Cost of Unlocking: $500

The biological weapon unlocked is a non-lethal but contagious disease that's more of an annoyance than threat. To unlock better (secret) biological weapons requires a special kind of testing however.....

TLP II IOT(WIP)

Heroes & Armies:

When you begin the game, you are awarded a host of points. These points are used to purchase Tactics, National Traits, Units, Infrastructure, Powers - and Heroes.

When the game begins you are awarded two hero slots. Fill these by creating a pair of custom heroes of your own. Start by choosing a race(Unless you're picking a dragon, mostly a lore-based decision) from the list of races that inhabit Haven. Then perhaps specify a bit about your hero's history - the weapon he/she uses, their life before becoming part of your nation, etc. Then pick an Ability. Abilities include:

(LIST IN DEVELOPMENT - MORE WILL BE ADDED)

Leadership - Acquired LVL2. Initial bonus provides +2 bonus to two adjacent units on each side(or four random units in melee). Upgrades at LVL3 to Army Leadership, which has no benefit to custom heroes but allows others to lead armies. Upgrades at LVL4 to Great Leadership, doubling the units affected by the power. Upgrades at LVL5 to Legendary Speechcraft, making all units in the army affected with a +3 bonus.

Your custom Heroes are automatically Hero Army leaders. You can also purchase Hero slots for [NUMBER REDACTED] points and fill these slots using a hero from the hero list. As your nation progresses along its ideological path new Hero slots will occasionally open, allowing you to recruit Heroes from around the globe to fill them. Heroes are incredibly strong fighters, able to tackle entire enemy units with no aid. They should never be underestimated.

Armies are each led by Hero Army Leaders. They are comprised of combining units of various types together under one banner to do your will. They are represented on the map. you can only attack with a Hero Army, thus you should make each hero army as large as possible first. Know though that your enemy will doing the same and building non-Hero Army garrisons along the border.

That's as much as I really have as of now on TLP2. I intend to start really developing the "joining the Game" section soon and polishing my rules so I know what I'm doing :p

In the meantime, discuss.

Discuss....heroes?

Heh. Tell me if you have any problems with the basic idea. I'm not likely to do much more with it for a while anyway.

As long as there's a long list of abilities, I'm happy.

On another note, RIOT III will be the last "modern" IOT I do for the series.

rest will be post modern?

please don't do a space age one, I want to create the first space age one...

Depends on how RIOT III ends. Either it'll deal with humanity first steps into the solar system or....a super secret other or.

There are many different possible routes this can go. A peaceful ending will naturally lead to the space deal. Hell, an ending that doesn't end in the Fourth Revolution will result in space.

@Nedim: Question, what if your starting island is 1 territory, wouldn't your RR go through the roof?
@Sonereal: Well, don't have a full space IOT, I am currently working on one. It will be released after either my Industrial IOT or Realpolitik that I am about to start is complete.

Nedim, I don't think anyone will ever be able to afford nuclear sabotage or MOABs unless they have at least half the map.

So far, I've come up a few post-RIOT III ideas (which is early since RIOT III will be a long-lasting IOT)

1. Early Moon/Mars colonization
2. Post-War Survival
3. Zombies
4. Genetic/Cybernetic Warfare
5. -Classified-

Classified. I like a surprise. Unless it sucks.
