Will they be like the towers from Ensemble games that get decent damage against ground units and a bajillion damage modifier against sea (in this case air) units?
Justification for Fortifications: Defense modifiers. I guess they'll make defending against air attacks/coastal attacks/ground attacks, etc easier and replace the "Airbase" idea to prevent clutter.
Topsail Island used to be a ramjet missile testing site. Now it has 3 different communities, and is basically an awesome beach that was Yankee free up until maybe 5 years ago.

Here's the greatest US map ever. Of course, it was meant to be used for Feudal Games on another board but I'm sure someone can perform magic by redrawing borders.
100 is way fine. IOTE has 80-85 territories(I'm not sure exactly) and it's doing great at spawning in with 2. So if you made it "spawn with 1" you could definitely have an interesting game with 100 provinces.
