Concerning to your above statement you're as well imrisoned- inside the rules which are named LAWS.
Similar should apply for a market also- a kind of codex. Anarchy is as well bad for a market, right?

Technically Amtrak is a private corporation, however, its outstanding shares are not traded, it relies on goverment money for its budget and its directors and officers are appointed by the executive branch, so I consider it to be a goverment owned corporation.

It is a model of inefficiency, unsafe operation, poor equipment, and govermental waste. I dont see how privitizing it could be worse. The arguments put forward for the continuation of Amtrack aren't that it is safer under goverment control, but rather to a degree, subsidies are necessary to support what is an otherwise unprofitable venture.
 
I frequently travel by train here in Britain and I have no complaints. I've been delayed a grand total of once in the past 5 months...and that was due to dangerous weather. :)
