is blocking off an area cheap?

Hi i want u to tell me wat u think. me and my friend were playing a hot seat match and he got really mad because ibuilt citys so that the would block off an area. he said it was cheap i said it was strategy. wat do u think?
 
Of course it's strategy. If he doesn't like it tell him to make some army and raze the cities instead of complaining.
 
It is called a lucky strategy. If you can block him of and he can only build 1 to 2 cities then he is screwed. Defending is a lot easier then attacking. So if you don't sign open borders you practically won the game. I am not much of a hot seat player but this is a strat of course. However if you want to have an even match you should leave it open to make it more interesting.

On a related note:

It's extremely rare, but on some maps an early culture-bomb can be devastating (game-breakingly so) if used in the right place.

1) Oracle for CoL.

2) Run as many artists as possible (in one city, obviously).

3) Settle/conquer appropriate site (lots of open space, and, ideally, the chance to cut off even more with closed borders).

4) Send GA.

5) Boom. :cool:

6) Settle the reserved land at your leisure.
