If my information is correct that's true. Many times I see my capital better in terrain than the enemy's on deity.But nothing has a tundra bias in VP, and starts are independent of being a human player or not, nor difficulty.

Settler, Chieftain and Warlord players get first pick of settling locations over the AI. Otherwise civs are placed on the map in a random order. The AI is not given an advantage - I considered it, but thought it wouldn't be fun.
Actually a few civs could effectively have a tundra bias. That does seem generally to be in the civ's favour though.StartingLocPercent doesn't necessarily give the higher priority civ a better start - it just ensures a higher fertility and more likely to follow the civ's start bias.

Because it takes me so long to startup => mod load => game load, I do not re-roll.
