Is it worth being passive?

I used to play games on Civ II where I would remain at peace throughout the entire game and use REX to build libraries and universities, so I could launch first and win the space race. I would buy peace at any cost. I would not start any wars and the AI civs would just attack themselves. Of course, I had to build enough military in order to get them to leave me alone.
 
The idea is you do most of your wars early before the era's get too high. Either increased tech or Civic will increase your era.
From Industrial onwards you get 24 Warmongering points for a formal declaration... 1.5x for surprise. 50% of what ever you declare for each city you take... and I think its 3x city take for the last city....

So taking a city during a formal war 12 warmonger.... but if you for example declared a colonial war it would be 70% of that.

The length of time is used to discourage people from warring. If you liberate a Civ city you get -30 warmonger points I believe... it was changed in the latest patch from 36 if I remember.

Anyone that has denounced or is at war with the same enemy will get % reductions also.... so attacking the hated has value.

Bottom line... Warmonger points mean very little apart from immersion value and a bit of trade/tourism. The value of war far outweighs the warmonger points currently. Put on that what I said at the beginning of the thread and you realize war is worth it and peace is for those that want a longer game not based on the standard victory conditions.

Many people on reddit and other forums complain a great deal about warmonger penalties. There would probably be quite a high demand for a guide on them, if you've the time for it.

Personally I find them to be manageable. But then I'm in the habit of liberating CSs and not completely wiping people out.

Uuuh, just warmonger penalties? I guess I can do a guide on it but really the whole of diplomacy need doing. I have one half done but got sidetracked by a damage guide ... which is half done... I should have just stuck to one.

I have put all the warmongering in a thread or 2 before but to be honest this game seriously encourages the value of late war and warmongering penalties can just be ignored as it's just a bit of trade currently. You could even exploit the rules to keep them down pre patch, not sure if it's still possible. Need to test. But OK, now I am putting links in my signature I guess things are easier to find so I'll do something and post it here
