Is Siam supposed to get an instant Wat in every city?

I am playing Siam for the first time (I usually just go with a very specific subset of civs), and when I researched Education (the tech that unlocks the University/Wat), a Wat was built in all 3 of my cities instantly. Is there some policy that does this? Is it a hidden passive of Siam? Or am I encountering a bug?

Edit: I am using only Aesthetic mods and the Revolution mod set (revolution, custom setup, culture diffusion).

Wat grants culture as well as science so it could be related to the tradition ability that gives a free culture building in the first 4 cities.

Oh, that's possible. I did have the tradition tree filled out.

That seems to be the case. The Wat has a higher flavor value than the culture buildings because it grants culture and is a UB. I also believe the vanilla policy grants Wats too?
