Is the promise of no go to-tactic just a PR stunt?

OK, I have to admit it turned out they did this quite well. I think there still is a go to-tactic in regards to eurekas and inspirations. I wrote about it in another thread that if there were 2-3 different eurekas and inspirations for each tech / civic that would be changed between from game to game, you couldn't have a go to-tactic. After one week of intensive playing going for almost all eurekas and inspirations seems to be my strategy. However I admit it isn't easy and not as much a to go-strategy as Civ5, so they indeed succeeded. Furthermore there are many other elements regarding terrain / district placement and other things. But more eurekas / inspirations for each tech / civic will surely solve this :)
